摘要:

在传统发展模式下,我国生物质能产业发展严重受阻,亟待引入一种推动产业发展的经营模式。基于影响生物质能产业发展的制约因素,探讨了以合同能源管理模式作为促进生物质能产业发展的创新模式的可行性,从法律制度的设计上提出了构建我国生物质能合同管理模式的建议与对策。

Abstract:

The development process of biomass energy industry in China has been delayed under the traditional development models, which calls for a new management model to power the industry. Based on the detrimental factors to the biomass industry, this article is intended to explore the feasibility of contract energy management as a model for innovation in the progress of biomass energy industry, and propose relevant suggestions for the construction of biomass energy management contract from the perspective of the design of the legal system.
