西南地区科技企业孵化器运行效率差异研究 ——基于28家孵化器的DEA分析

基于2010-2012年西南地区28家国家级企业孵化器的数据，借助数据包络分析法和聚类分析法，深入研究了西南地区企业孵化器运行效率差异。研究结果表明，西南地区企业孵化器运行效率在动态波动中呈现出下降的趋势；整体运行效率偏低且区域差异显著；无效企业孵化器所占比重较大。资源配置不合理和规模水平偏低是导致西南地区企业孵化器运行状态不理想的主要因素。在此基础上提出了企业理性抉择、孵化器主动跟进、政府侧面扶持的政策建议。

Abstract:

This paper uses DEA and cluster analysis method to make research on operational efficiency difference among 28 national enterprise incubators of Southwestern China based on the data of 2010-2012 years. The results show that the operational efficiency of enterprise incubators of Southwestern China present the downtrend in dynamic fluctuation. The integral operational efficiency is relatively low and the efficiency difference among Southwestern China is significant. The proportion of ineffective enterprise incubators is relatively large. The main facts lead to relative low operational efficiency of Southwestern China is unreasonable resource allocation and low scale level. The paper put forward some suggestions for enterprises’choice,incubators’ improvement and governmental support.
