基于区域科技创新系统运行机理,从区域科技能力、科技产出、科技潜力三个方面构建区域科技竞争力的评价指标,采用熵值法赋权重进行实证分析。结果表明:全国区域科技竞争力具有地带性差异,表现从东到西由强到弱的阶梯状分布趋势,科技发展能力最强的区域集中在环渤海和长三角地区,科技产出最多的区域集中在东部沿海和长江沿线呈“T”字型分布。科技潜力最大的区域集中在东部沿海发达区。地区经济总量、经济发展水平和政策体制对区域科技竞争力有显著影响。

Regional science and technology competitiveness is an important foundation for innovative country. Based on the analysis of the regional science and technology innovation mechanism and innovation environment, the evaluation index system of regional science and technology competitiveness was put forward. The index system consisted of regional science and technology potential, regional science and technology ability, and regional science and technology output. The entropy weighted method was used. The results show that: the regional science and technology competitiveness presented zonal distribution characteristics. Regional science and technology competitiveness performance got stronger from the western regions to the eastern regions. The eastern coastal developed areas had the most development potential. The regions around the Bohai and the Yangtze River Delta region had more ability than other regions. The regional science and technology output most concentrated in the coastal developed areas and along the Yangtze River, which presented a "T" shape distribution. Region economy and policy system had a significant effect on the regional science and technology competitiveness.
