本文通过比较分析广东省几所具有代表性高校的横向项目经费管理办法,发现各高校横向项目管理存在制度更新滞后、合同审核控制点标准不一、经费管理混乱、过程管理不到位等问题,针对这些问题提出了完善横向项目管理制度、规范横向项目经费管理、标准化项目过程管理、提高横向项目的认识与定位等建议,以提升高校科研项目管理效率,提高科研服务水平,促使横向科研合作在服务地方经济社会发展中发挥更大作用。

The paper analyzed comparatively several representative transverse research projects management approaches of universities in Guangdong Province ,which found some problems such as the project management system to update lag, the contract audit control point with different standards, the financial management are disordered, the process management is not in place, and so on, and puts forward some suggestions to solve these problems, which include: (1)improve and update the transverse scientific research project management system; (2) make the transverse project funds management standardization; (3) let the project process management standardized; (4) improve the understanding and location of the transverse project, in order to improve the management efficiency and service level, prompt transverse scientific research cooperation play a bigger role in serving local economic and social development.
