国家重大科技计划和专项是由政府主导设立、以政府公共财政为重要资金来源而确立的国家优先发展科技事业,如何对其实施有效的监督和评估、发挥公共财政资金的最大效益是管理的难点。本文分析了美国国家重大科技计划和专项监督评估的典型经验,结合我国科技重大专项监督评估中的困境和问题,提出加强和完善我国科技重大专项监督评估的对策,以期部分解决我国面临的难题。

As national top S T priorities, national major S T programs and projects are sponsored by governments with public funds as main financial sources. Therefore, it is a management issue how to exercise efficient supervision and evaluation to maximize the benefits of public funds. This paper explores the supervision and evaluation of major S T programs and projects in the United States, analyzes the challenges and problems facing our country’s major S T projects, and finally gives some policy suggestions for enhancing and improving our supervision and evaluation practices of major S T projects.
