将官产学研的协同理论应用于节能服务领域，结合当今节能服务领域的特点，寻求节能服务和官产学研之间的利益共同点，提出了官产学研协同创新，共同构建有效的节能服务领域下官产学研协同创新平台。通过分析已有的基于官产学研合作下的服务领域，表明现阶段基于节能服务领域构建与官产学研协同创新平台的可行性，并阐述了官产学研和节能服务的趋同效应，给出了官产学研协同创新平台的构建模型及运行机制，从而达到从节能服务的孤立运行到官产学研与节能服务合作运行的转变，为未来我国节能领域提供可参考的协同创新的服务平台。
