公共部门VFM(Value For Money)评价标准的缺失与PPP项目立项决策体系的制度性缺陷阻碍了我国基础设施PPP项目的健康发展,探索与分析基础设施建设PPP项目评价与立项决策问题具有重要的现实意义。本文在归纳总结公共部门VFM评价与PPP项目立项决策国际主流模式的基础上,分析了我国现行基础设施建设PPP项目评价与立项决策过程中存在的问题,并结合国情提出了构建我国基础设施建设PPP项目评价与立项决策体系的建议。

Lacking of VFM evaluation method and the institutional deficiencies of procurement procedure may greatly affect the success of PPP application. This paper summarizes the VFM evaluation methods and procurement procedures adopted in UK, Hong Kong and Singapore, identify and analyze the pitfalls of evaluation method and procurement procedure employed in China, and finally propose suggestions for the establishment of VFM evaluation method and procurement procedure suiting for China’s specific circumstance. It is believed that the study results obtained would provide practitioners with management implications and benefit the success of PPP projects.
