产业链与技术链双向融合下的我国农业科技创新系统的协同发展研究?

    摘要:

    运用DEA-HR-LCV三步法模型,测度与分析农业科技创新系统的协同创新能力、系统内部融合程度及其制约因素。研究结论显示:(1)农业科技研发团队与农户技术效率的提升受制于其规模效率,专业协会组织作为新型农业科技推广与社会化服务组织,其技术效率显著高于传统农业科技推广部门;(2)专业协会组织的融入显著提升了农业科技创新系统的协同创新能力,整体处于“协调且一般有效”状态,但尚有较大的提升空间,而农业技术创新链与产业链的“极弱融合”是主要制约因素;(3)农业科技系统内部子系统间尚未实现深度融合,且存在较大的区域差异,尤其是农业技术创新链与产业链间的“极弱融合”,其原因主要表现为科研及研发不足、农业科技推广与社会化服务不足与农业科技采纳与应用不足。据此,作者提出了加快新型经营主体的培育与完善、深化农业科技体制改革、加强农业技术创新链与产业链的深度融合,以及构建与完善农业科技创新系统的协同机制的对策建议。

    Abstract:

    using DEA - HR - LCV three-stage method, measure and analysis of agricultural science and technology innovation system on the synergy innovation ability,the subsystems of mutual integration degree and restricting factors . Study conclusion shows that: (1) the scale efficiency is the main restriction factors of agricultural science and technology research and development team and farmers to improve technical efficiency, professional associations as a new type of agricultural science and technology popularization and socialized service organizations, its technical efficiency is significantly higher than traditional popularizing agricultural science and technology department; (2) Professional associations organized into a significant boost collaborative innovation ability of agricultural science and technology innovation system, the overall "coordination and general effective" status, but there are big room to improve, and agricultural technology innovation chain and industrial chain of "extremely weak convergence" is the main restriction factor ; (3) agricultural science and technology among the subsystems of the system is not yet implemented depth fusion, and there is a big regional differences, especially between agricultural technology innovation chain and industrial chain, presents the fusion "very weak" status, the reason is mainly insufficient research and development, insufficient agricultural technology promotion and socialized service and the lack of agricultural science and technology adopted and application. Based on the above research conclusion, the author put forward to speed up the new operators to cultivate and improve, deepening the reform of agricultural science and technology system, strengthening depth integration between agricultural technological innovation chain and industrial chain, as well as build and perfect the agricultural science and technology innovation system on the synergy mechanism of targeted countermeasures and Suggestions.
