以“四川省农作物及畜禽育种攻关科技专项”(以下简称育种攻关专项)为例,基于国家科技体制改革与国家生物种业发展战略的视角,提出了政府种业科研项目管理改革的措施,既为四川“十三五”育种攻关专项的顶层设计提供参考,又为国家及省市设置、管理生物种业科技专项提供借鉴。剖析认为育种攻关专项存在商业化育种战略定位缺失、组织管理机构不符合国家科技体制改革的整体取向、行政管理低效、绩效评价指标过于主观等问题,提出应按照“市场主导、协同攻关、三产融合、人才驱动”的思路深化改革,重点推进“构建专业化管理机构、建立市场配置科技资源机制、强化产学研协同攻关”等改革措施。

The measures to reform government’s scientific breeding project were proposed on the view of China’s systematic reform of science and technology and on the view of government’s breeding development strategy, according to an example of Sichuan Crops and Animals Breeding Special Project (abbreviate CAB hereinafter). These results provided a reference both for the CAB in the 13th Five Plan and for the nationwide establishment and/or management of breeding project. Many problems of CAB were exposed, such as commercial breeding idea was not planed, management agent was not line with the national reform orientation of science and technology, management efficiency was low, and evaluation index was too subjective etc. This Breeding Project would be reformed deeply by the idea of market direction, collaborative research, industry convergence and personnel driving. Under this guidance, reform measures were proposed, which belongs to three areas of building professional management agent, market-determined allocation of science and technology resources, and enhancement of collaborative research by company, university and research institution.
