本研究从作物学科领域的视角出发,以期建立一套反映农业科研机构科技竞争力的全面、规范、系统的评价方法,此方法可作为农业科研机构和高校作物学科科技竞争力的评判工具,也可为其它农业学科评价工作提供借鉴。综合运用文献计量和层次分析方法对中国作物学科科技竞争力水平进行评价研究。从学科发展基础、创新能力、产业影响三个角度出发,构建了三层递阶架构的评价模型,通过系统分析和筛选,最终确立了16项评价指标,并基于这些指标建立了学科科技竞争力评价体系。在此基础上,基于层次分析法计算了各指标的合成权重,设计了学科科技竞争力综合水平与分项水平的评价模型。利用该模型既可以进行机构学科综合竞争力水平的整体评价,也可以进行分项水平的具体评价。

The goal is to establish a set of evaluation method that more comprehensive, standardized, systematic, reflects the technological competitiveness of agricultural research institutions and universities from the perspective of crop disciplines. This method can be used as competitive evaluation tool of crop disciplines for agricultural research institutions and universities technology, and can provide a reference for the evaluation of other agricultural disciplines. An evaluation index system based on scientometrics for crop science competitiveness in science and technology is established. The paper calculates the weight of each index by comprehensive use the method bibliometrics and Analytic Hierarchy Process(AHP), Based on the development foundation, innovation capability, the industry impacts, the paper selects 16 indicators for the index system, calculates the weight of every indictors by AHP,and construct the evaluation model of the comprehensive level and the component level. Using this model could be applied to evaluate both institutional disciplinary level of competitiveness overall rating and also specific sub-level.
