本文分析首都实施创新驱动发展战略的内部四大优势与四大劣势、外部面临的四大机遇与四大挑战,深入剖析北京市创新政策体系的现状特征,其次探讨新形势下首都创新驱动发展的新的定位以及创新政策体系的完善方向,继而深入分析首都现有创新政策体系在内容及实施成效方面的问题,最后在借鉴国外创新政策体系完善的态势与经验启示的基础上,从政策制定、实施、监督评估、统筹协调、法治化等提出进一步完善首都创新政策体系的“1+6”建议。

This paper first analyzed the capital’s main competitive strength and weakness, and external opportunities and threats by the SWOT method in terms of implementing the innovation-driven development strategy; then dissected the characteristics of present status of Beijing’s innovation policy system deeply; thirdly reviewed the capital’s new innovation position and its improvement direction of innovation policy system in the new era; fourthly discussed the existing problems on the details and its performance of capital’s innovation policy system; lastly based on the summary of new situations and experiences about innovation policies at home and abroad, brought forward to a systematic suggestion on improving the capital’s innovation policy system from the aspects of policy’s formulation, implementation, supervision and assessment, coordination and rule of law.
