以京沪深为样本的创新驱动政策研究

Study on the Innovation Policies of Beijing, Shanghai and Shenzhen

摘要:

近年来，各级政府部门都越发重视创新，颁布了为数众多的创新政策。选取京沪深创新能力排名前三的城市为样本，对比三地创新政策的异同，利用扎根理论对其创新政策及创新绩效作出合理性解释，利用内容分析法发现其中的经验及教训，为国内各地今后出台更有利于驱动创新的政策提供依据。

Abstract:

In recent years, all levels of Chinese government pay more attention to innovation than ever before, and formulate numerous innovation policies. This essay selects Beijing, Shanghai, Shenzhen, the top three cities regarding the innovation capability, provides a rational explanation about their innovation policies and innovative performance by comparing them based on the grounded theory and finds some experience and lessons based on the content analyses method and gives some policy suggestions.
