航空产业价值链全球配置的过程中,形成了以航空核心企业为主的多个地方航空产业集群,创新是航空产业集群竞争的焦点。本文对地方航空产业集群网络中的利益相关者以及他们之间的相互关系进行了界定,剖析了他们对集群创新的影响。基于完全信息静态博弈模型对企业创新决策过程中地方政府和核心企业的博弈行为进行分析,得出驱动航空产业集群内核心企业选择创新策略的主要因素。根据这些影响因素的分析,提出了增强航空产业集群创新能力的政策建议。

In the process of the global airline industry value chain configuration, many local aviation industry clusters have formed in which the key body is the air core enterprise ,and innovation is the focus in the competition of aviation industry cluster. This paper has definite the stakeholders of aviation industry cluster network as well as the relationship between them, and analyzed their effects on cluster innovation. Based on complete information static game model, this paper has analyzed the game behavior of the local government and the core enterprise in the enterprise decision-making process about innovation, and summarized the main factors which drive the aviation industry cluster core enterprises to select innovation strategy. According to these factors, this paper has proposed some policy suggestions on how to enhance the innovation ability of aviation industry cluster .
