结合文献综述与实地调研,重设了适合于示范区绩效评价的指标体系,采用重要性—满意性分析和DEMATEL结合的评价方法,对张江示范区绩效在指标层面上进行评估,得出指标的改进策略。研究发现：(1)当前评价的所有指标都处于重要性程度小于满意性程度的状态中,具有改进提升的必要性；(2)一级指标影响关系图中,环境支撑与国际竞争属于影响其他指标类；经济发展、创新投入和创新产出属于被其他指标所影响类；创新投入与创新产出之间的总体影响程度与总体被影响程度接近；二级指标影响关系图与其相似；(3)二级指标的改进策略为：创新人才、创新经费、科技产出、产业优化和可持续发展不需要改善；经济产出、企业发展、国际人才竞争和人居环境不需改善且可将部分资源用于他处；政策环境和创新文化需要高优先度地直接改进；国际技术竞争、国际市场竞争和科技金融需要低优先度地直接改进；所有的指标改进策略都是基于当前状态的,改进本身是持续进行的。

Based on literature review and field survey, we first re-designed the indicators which were suitable to evaluate the innovation performance of Chinese Self-Dependent Innovation Demonstration Area. Then we apply them to evaluate Zhangjiang in Shanghai, with the Importance-Performance Analysis and DEMATEL method, and we have found: (1) to all indicators’ value of Zhangjiang, their importance degrees were smaller than their satisfaction degree, which means all the indicators need to be improved and had the room for improvement. (2) in the influence –relation map of first level indictors, environment support and international competition were the sort of affected class, which means other indicator’s total influence to them were more than their total influence to others’; economy development, innovation input and innovation output were the sort of cause class, which means their total influence to other indicators were more than other indicators’ to them; innovation input and innovation output had the similar influence to other indicators and similar influence other indicators to them. (3) the improve strategy of second level indicators were: innovation talents, technology output, industry optimization and sustainable development need to be no further improvement, economy output, enterprise development, international talents competition and living environment need to be no further improvement and some of their resources may be better used elsewhere; policy environment and innovation culture need to be improved directly with a high priority, international technology competition, international market competition and technology finance need to be improved directly with a low priority all the improvement strategy was only suitable for the current situation and need to be updated and executed continuously.
