2000年3月,欧盟在里斯本会议中呼吁要通过增强创新能力、提高创新水平来应对全球化和知识经济的挑战。2001年欧盟正式发布欧洲创新记分牌(EIS),制定了相应的创新指标体系并每年发布一份报告。从2010年开始创新联盟记分牌(IUS)的发布代替了欧洲创新记分牌(EIS)。本文介绍了EIS和IUS每年的指标体系,并对指标体系的演化进行了分析,最后对欧盟创新指标体系进行总结。

The Lisbon European Council in March 2000 called for the enhancement of innovation in the EU as a response to globalisation and the challenges of the knowledge-driven economy. In 2001 the European Union officially released the European Innovation Scoreboard (EIS), set up the corresponding innovation index system and publish an annual report. Since 2010 it is replaced by Innovation Union Scoreboard (IUS). This paper introduces the index system of EIS and IUS each year, and analyzes the evolution process of the index system, at last the author makes a summary of the innovation index system of the European Union.
