Abstract:The industrial key generic technology plays a vital strategic role on optimizing new industrial system, promoting industrial restructuring and strengthening endogenous capacities of China.In order to compensate for some academic deficiencies of exploring technological innovation on the industrial key generic technology,such as the main dispersion and low fit,this paper innovatively combines the Nash’s game theory with Elinor Ostrom’s IAD decision model and puts forward many hypotheses around the government-industry-university-research on the basis of establishment decision model of the industrial key generic technological innovation.Finally, the author uses logistic regression models to analyze data.The empirical results show: Firstly,every action decisions of the government-industry-university-research are related to the firm’s decision on industrial key generic technological innovation significantly.Secondly,industry clusters is negatively correlated with industrial key generic technological innovation of enterprises.Thirdly, firm’s R D level of perception is positively correlated with the wish about whether innovating industrial key generic technology or not.Lastly, firm’s financial, material and human resource conditions and predictive capability have a significant impact on corporate decision making of innovating the industrial key generic technology.
