生态文明视域下资源型区域技术创新能力评价

Evaluation on Technology Innovation Ability of Resource-Based Region from the Perspective of Ecological Civilization

摘要:

基于国内经济转型加速及资源环境约束凸显的现实背景,提升绿色技术创新能力已成为缓解环境压力,实现转型发展的关键。本文引入生态文明理念,将生态环境指标纳入技术创新全过程,从创新投入、创新产出、创新扩散、创新环境四个方面构建符合资源型区域特征的绿色技术创新能力评价指标体系,进而采用主成分分析法对我国11个主要资源型省份的绿色技术创新能力进行总体评价与分项评价,结果表明：我国资源型省份绿色技术创新能力与区域经济发展密切相关,呈现出明显的区域特征；区域绿色技术创新能力具有不同特点,应根据自身情况,进行特色发展,重点突破；资源型区域提升绿色技术创新能力的重点是加大科技研发投入,完善创新环境,培养创新人才,提升绿色意识。

Abstract:

Based on the background of the accelerated domestic economic transformation and the prominent constraint of the resources environment, promoting green technological innovation ability has become a key factor to relieve environmental pressure and realize transformation development. This paper introduces the concept of ecological civilization and brings relevant ecological environment index into the whole process of technology innovation, and builds an evaluation index system of green technological innovative ability which includes four aspects about innovation input, innovation output, innovation diffusion and innovation environment. Then it make both overall and sub-item evaluation of the ability of green technological innovation for 11 main resource-based province in our country by using principal component analysis method, the results show that the green technological innovative ability of China’s resource-oriented provinces is closely related to the regional economic development, and appear the obvious regional characteristic; Regional green technological innovation ability has different feature, so various Region should take the measures of characteristic development and key breakthrough based on their own special situation; The key point to promote the green technological innovation ability of resource-based province in our country is to increase R D investment, perfect innovation environment, cultivate innovative talents, and enhance green awareness.
