科学技术的快速发展,对电力企业技术创新能力进行准确把握和评价是提升电力企业技术创新能力的前提。本文以电力企业的技术创新能力为基础并根据其特点,通过对电力企业技术创新能力评价指标的筛选和分析,建立一套能源电力企业技术创新能力综合评价指标体系,然后根据评价指标体系,首次利用云模型在电力企业技术能力评价上,构建技术创新能力综合评价模型,对其进行客观的分析和判断,最后,通过实例分析,得出企业创新能力水平的评价结果并进行分析,证明了该模型的正确性,提出提高电力企业技术创新能力的措施。

As the rapid development of science and technology, accurately understanding and evaluation to technology innovation capability is the premise to enhance the technology innovation capability in electric enterprises. This paper establishes a set of index evaluation system of electric enterprise's technology innovation capability by screening and analysis the innovation ability evaluation index of electric enterprise on the basis of technological innovation capability of electric enterprises and their characteristics. And then, according to the evaluation index system, for the first time propose that use cloud model to evaluate technology innovation capability , also ,analyzing and judging the model in an objective way. Finally, from case analysis, this paper gets an evaluation result to enterprises' innovation ability and proves the correctness of cloud model, at the same time, proposing some measures to increase the technology innovation capability of electric enterprise.
