当前高校科研管理存在重结果而轻过程的问题,对人才发展关注不足。通过强化绩效信息使用,对科研管理过程中的绩效信息进行重新挖掘和数据分析,加强科研管理过程的管理控制和组织学习,可以构建过程导向的科研管理与人才发展协同机制。文章对绩效信息使用理论进行了回顾,并在其理论框架的基础上指出了构建科研管理与人才协同发展机制的主要路径,以及其中需要注意的问题:(1)科研管理与人才发展绩效信息的挖掘与分析;(3)有关数理统计分析模型研究;(3)绩效信息使用与组织日常管理过程相结合的理论与实践研究。

[Abstract]
The key problems of Science and Research (S R) management are paying much attention to the result and less attention to the process and talent development. The article points out that we could construct the cooperate mechanism between S R management and the talent development through the use of performance information, which could be conducted by management control and organizational learning. The article reviews the previous research on the use of performance information and puts forward the main contents of the cooperate mechanism. It also stresses the key questions in this process. First, the data mining and analysis of S R management and talent development performance information; second, the research on the relevant statistics analysis models; third, the theory and practice research on the combination of use of performance information and the organizational routine.
