为进一步激发我国科研领域的原始创新力,提出科研项目评价应加强对其学术创新力的评价。以国际相关研究作为项目成果的评价参照系,将基于结构洞理论和媒介角色理论的创新潜力测度指标与现有的影响力测度指标相结合,实现科研项目学术创新力评价。通过实证研究总结评价方法与步骤,倡导排名与定性描述相结合的评价结果。

To further stimulate the original innovation in the field of scientific research in our country, put forward the research project academic innovation power evaluation system should strengthen the innovation evaluation for its project achievements. Taking the international related research as the evaluation frame of reference, combining the innovation potential indexes with the existing influence measure index, realizing the academic quality evaluation of research projects led by innovation, the evaluation process and the procedure of the evaluation are summarized, and the evaluation results that combining of ranking and qualitative description is advocated.
