以我国各省市为研究对象，通过统计年鉴选取2009-2014年科技服务业省际面板数据，应用主成分分析法对突变级数法中指标重要性排序的改进，建立科技服务业发展水平的评价模型，对各省市科技服务业发展水平进行评价分析，不仅分析了六年间各省市科技服务业发展的变化趋势，同时对各省市的科技服务业发展水平等级进行划分，得知我国科技服务业存在区域发展不均衡状态，对此从研发服务、科技成果转移转化服务以及相关法律法规的角度给出对策建议，从而促进我国科技服务业快速均衡发展。

Based on Provinces of China as the research object，select science and technology service industry provincial panel data from 2009 to 2014 statistical yearbook. By using improved catastrophe progression method to establish the evaluation model of science and technology service industry development level. Analyzed science and technology service industry development trend between six years and provinces classification according to the development level. Found the presence of the imbalance in regional development of science and technology service industry. Finally from the R&D services, technological achievements transformation services, and related laws and regulations of point of view, the countermeasures and suggestions are given to promote balanced and rapid development of science and technology service industry in our country.
