食品安全监管在保障食品品质、促进食品市场良性发展中具有重要作用。量化食品安全监管质量的关键在于指标体系的构建以及权重的确定。首先,基于理论推演法,选取用以评判食品安全监管质量的相关指标,进而构建评判体系。结合上述评判体系,利用网络层次分析法构建了食品安全监管评价模型,并通过德尔菲专家调查法和Super Decision软件确定了各指标的对应权重,为提升食品安全治理能力和保障水平提供一定的理论基础。

Food safety regulation plays an important role in ensuring food quality and promoting the healthy development of the food market. The key to quantify the quality of food safety regulation lies in the construction of the index system and the determination of the weights. First of all, based on theoretical deduction method, select the relevant indicators used to judge the quality of the food safety supervision and to build the evaluation system. Combined with the evaluation system, we can use Analytic Network Process to construct the evaluation model of food safety regulation. And the corresponding weight of each index was calculated by Delphi expert investigation method and the Super Decision software. That we can provide a theoretical basis to enhance food safety capacity and level of protection provide.
