分析广东科技企业孵化器资源要素的需求与供给，研究孵化器内聚耦合机理，提出“内源型内聚”、“外源型内聚”、“横向耦合”和“纵向耦合”等概念并对其特征进行对比，提出提升内聚度和耦合度的两条典型路径。在此基础上，从支持孵化器服务能力提升、鼓励孵化器与科技服务机构的联合、鼓励多主体合作共建、建立孵化合作联盟、强化孵化链条对接、提升政府管理效能等六个方面提出政府管理部门加强广东科技企业孵化器建设的对策建议。

With the analysis on demand and supply of resource elements in Guangdong science and technology business incubators, and the research on mechanism of incubators cohesion and coupling, this paper propose some concepts，such as Intrinsic Cohesion, Extrinsic Cohesion, Transverse Coupling and Longitudinal Coupling. and make comparison between them，and propose two typical paths to enhance cohesion and coupling degree. On this basis, bringing forward relevant countermeasures about government administration sections strengthen constructions towards Guangdong science and technology business incubators, in terms of six aspects, support incubators service capability promotion, encourage the combination of incubators and science and technology service institutions, encouragement towards multimember corporations, co-incubation leagues construction, strengthen incubation chains docking and upgrade government management efficiency etc.
