发达省市在我国实施创新驱动战略和自主创新战略中起到引领作用,更应该加强基础研究。构建了包括基础研究投入、基础研究产出、基础研究活动三个子系统的基础研究水平评价指标体系,以广东省为例,采用2009-2014年的统计数据,运用熵值法确定各项指标的权重,对广东省基础研究水平进行了评价。结果表明:6年来,广东省基础研究的水平是在不断的进步与发展的,但是仍未达到基础研究的高水平状态;广东省基础研究的发展存在波动,某些方面(指标)有下降的趋势。因此,需要通过转变观念、完善研发结构、培育基础研究主体,加快广东基础研究的发展。

Developed provinces and cities play a leading role in implementing innovation-driven strategy and independent innovation strategy in China. Therefore, it is necessary for them to strengthen basic research. The basic research level evaluation index system was established, which includes basic research input, basic research output and basic research activities. Guangdong Province was taken as an example. Based on the statistical data from 2009 to 2014, the weight of each index was determined by entropy method, then, the basic research level of Guangdong province was evaluated. The results are as follows. First, the level of basic research of Guangdong Province is in constant progress, but has not reached a high level during the past 6 years. Second, the development of basic research in Guangdong Province is fluctuating, and there is a trend of decline in some aspects (indexes).Therefore, it is necessary to speed up the development of basic research in Guangdong by changing the concepts, improving the R D structure, cultivating basic research actors.
