波浪能是清洁、可循环利用的能源,在海洋水体中蕴含总量十分巨大,具有很大的开发潜力。在能源危机和环境破坏的双重压力下,世界各国开始重视对波浪能的研究与开发,并且取得了一些可喜的进展。随着我国“建设海洋强国”的战略目标的推进,波浪能研究与开发必将成为我国重点课题。本文通过论述发达国家波浪能资源的发展政策,主要研究了英国、美国、澳大利亚、爱尔兰等国家的波浪能相关政策状况及一些成功的政策举措,再在根据对我国波浪能的特点进行分析的基础上,描绘出我国波浪能发展状态与相关政策的情况,并据此提出相应的推进对策。

Wave energy is a clean and recyclable energy, which is high-capacity in the ocean water and has great potential for development. Under the double pressures of energy crisis and environmental destruction, countries around the world begin to pay attention to the research and developing of wave energy, and it has obtained some encouraging progress. With the promotion of the strategic goal of China"s construction of “gradually establishing of powerful marine country”, the research and development of wave energy is bound to become a key issue in our country. In this paper, the development policy of wave energy resources in developed countries is discussed, including the current wave energy related policy situation and some successful policy measures in those main wave energy research countries, such as UK, USA, Australia, Ireland and some other countries. Then, in contrast on the development policy of wave energy in China, based on the summary of the characteristics of wave energy in China, describe the current situation of China"s development and policy in wave energy, in this regard, put forward some countermeasures and implementations.
