分析区域科技创新与科技金融系统的自组织特性,将科技创新产出能力、公共科技金融资金规模、市场科技金融资金规模确定为系统协同演化的序参量集合,建立区域科技创新与科技金融系统协同演化模型。基于黑龙江省科技创新与科技金融发展数据,运用协同学绝热消除法,识别出科技创新产出能力是黑龙江省科技创新与科技金融系统协同演化的序参量,由此提出相关发展建议。

Self-organization characteristics for regional sci-tech innovation and sci-tech finance system are analyzed, output of sci-tech innovation, scale of public sci-tech finance fund and scale of market sci-tech finance fund are taken as order parameters for the system, and then the co-evolution model for the system is established. Based on the data of sci-tech innovation and sci-tech finance development of Heilongjiang Province, it is found that output of sci-tech innovation is the order parameter for co-evolution of the system by using the adiabatic elimination method of synergetics theory, and the development proposals for Heilongjiang Province are put forward.
