从政策科学和绩效评价的角度解释科技创新强省政策实施绩效,并从投入、过程、产出和效益四个维度对政策绩效进行了界定。通过主成分分析法选取绩效指标,并以G省科技创新强省政策为例进行政策绩效评价,从顶层设计、职能转变、项目管理、财务管理、制度完善等方面提出科技创新强省政策改革发展的相关建议,总结省级科技政策绩效评价的实践探索情况。
