科技创新能力的提升是国家经济结构实现优化和经济可持续发展的关键。科技研发投入和专利产出水平直接决定着国家的科技创新能力。文章提出科技研发投入、专利产出效率和经济增长实力之间关系的理论模型,通过构建江苏2001-2014年PVAR模型进行实证检验。结果表明：科技研发投入与专利产出效率之间、经济增长实力与专利产出效率之间虽存在相互作用,但其作用呈现非对称性,三者之间还未形成一个良性互动循环。

Inproving S T innovation ability is the key to the national economic structure optimization and to the sustainable development of economy. R D input and patent output level directly decides the country"s scientific and technological innovation ability. This paper proposes a theoretical model of relationships between input of R D, output of S T and economic growth. And uses a PVAR model to test the theoretical assumptions based on panel data of Jiangsu from 2001 to 2014. Results show that there are some asymmetric directional effect between input of R D, output of S T and economic growth. The benign interaction cycle has not yet been established between them.
