海洋生态灾害重大事件的破坏性极大,对社会经济发展的影响巨大。海洋防灾减灾、保护海洋生态环境的首要任务是提升海洋生态灾害重大事件处置能力。海洋生态灾害重大事件主要是指造成10人以上死亡或1000万元以上经济损失或沿海地区带来重大影响的赤潮、绿潮或溢油灾害,其处置是对事件发生的整个生命周期每一阶段的处置。现有处置能力评价研究主要基于事件生命周期、基于事件影响因素、基于“三维结构”中的一个维度构建指标体系,存在构建思路单一、指标不全面、不规范等问题。本文试图解决这些问题,从要素维、流程维、功能维提出了海洋生态灾害处置能力评价指标体系的三维架构,为后续相关研究提供借鉴。

Marine ecological disaster events are great destructive,and have a huge impact on social and economic development. It refers to the red tides, green tides or oil spill disaster, who may kill more than 10 people, or bring economic losses of more than 10 million RMB, or bring significant impact?to the coastal areas. Its disposal is along with each stage of the entire life cycle of the events. Reviewing disposal ability evaluation research, it was found that the existing research train of thought on how to construct the index system was single,?mainly based on life cycle of the events, on influencing factors of the events, based on one dimension of the "three-dimensional structure" ,?and the indicators is nonstandard and not comprehensive . Finally, these problems were tried to solve. From the elements dimension, process dimension and function dimension, the evaluation index system of Marine ecological disaster disposal ability based on three-dimensional structure was put forward , providing reference for follow-up study.
