基于AHP-模糊综合评判法的我国“985”高校知识产权能力绩效评价

Performance Evaluation of IPR Ability in 985 Chinese Universities Based on AHP-Fuzzy Comprehensive Evaluation Method

摘要:

本文以我国38所“985”高校2009-2014年知识产权成果作为研究对象，利用AHP-模糊综合评判法，对我国高校知识产权能力进行绩效评价。研究结果显示：综合类高校知识产权综合能力较强，理工类高校知识产权综合能力得分高于社科类高校；我国高校知识产权能力地域发展不均衡，东、中、西部“985”高校知识产权综合能力成高低三级阶梯状；大部分高校知识产权创新能力较低并且成果转化率较低，知识产权保护能力和管理效率有待于提高。论文建议：提升知识产权成果质量，加强科研资金利用率；建立高校教师职务发明专利权以及学生专利权共享机制，加强科研人员的创造动力；提升知识产权成果转化能力，建立产学研系统良性循环。

Abstract:

Based on AHP-Fuzzy Comprehensive Evaluation Method, the paper evaluates the performance of IPR ability in 38 Chinese Universities from 2009 to 2014. The research result shows that as comprehensive IPR ability is concerned, the comprehensive universities are the strongest, while polytechnic colleges are stronger than social society universities. There is uneven development among eastern, middle and western areas, which shows a ladder pattern. Most universities have a low innovation ability and low transaction rate, and their abilities of IPR management and protection need to be improved. The author suggests that the universities should improve the quality of IPR product and the efficiency of the science and research funds, set up a share mechanism of service inventions of the faculty and the inventions of the students, thus to stimulate them to innovate and improve the ability to IPR transfer so as to build a good cycle in the system of production, study and research.
