确保新能源汽车产业可持续发展的政府角色转变研究

Insuring Sustainable Development of China’s New Energy Vehicle Industry: the Transition of Government’s Role

摘要:

发展新能源汽车产业具有战略意义,是中国建设汽车强国的必由之路。近几年来,在国家持续的大力支持下,新能源汽车产业初露曙光,取得了里程碑式的重要进展,但仍存在诸多隐忧和不确定性,需要清醒认识。本文研究并划分了中国新能源汽车产业发展的三大阶段,指出当前已由政策主导阶段进入到关键性的“准市场”阶段,政府必须重新定义和转变自身角色,逐步以市场调节手段取代补贴等直接激励手段,方能确保产业顺利向市场主导阶段成功过渡。在此基础上,本文对政府如何实现角色转变,从战略思考与顶层设计、政策体系、产品技术、商业模式和文化环境等五个方面提出了具体建议。

Abstract:

The development of new energy vehicles is of significant strategic importance and the only way in building a strong automotive industry for China. In the past few years, thanks to the continuous support of the government, new energy vehicles experienced rapid development. However, there still exist some worries and uncertainties in future’s development, which need the society to have a clear understanding. In this study, the development of China’s new energy vehicle industry is divided into three phases. It is concluded that the industry has entered a new phase which is called “quasi-market phase”. In order to insure the successful transition of the industry, the government must redefine its role and replace direct financial subsidies with measures from the market. Based on this analysis, the study provides specific suggestions with the government in five aspects namely strategic thinking, policy system, product and technology, business model and cultural environment.
