经济新常态背景下,创新创业成为驱动经济社会发展的核心动力,但关于领军型创业人才集聚机理的研究还很少引起学者的重视。综合人才学、创新学、经济学等多学科理论和方法,界定了领军型创业人才的概念。借鉴PSR模型,从经济发展需求和人才政策视角分析了领军型创业人才集聚的宏观驱动力,从自我价值实现、人际关系等视角探讨了领军型创业人才的微观驱动力。以此为基础,研究了领军型创业人才的现状及其问题。最后,提出了促进领军型创业人才集聚的响应机制。为推动山西领军型创业人才战略实施,实现山西产业结构优化升级和转型跨越发展提供决策参考。

Innovation and entrepreneurship have become the core driving force of economic and social development under the background of new economy,but the research on the mechanism of leading entrepreneurial talent aggregation has not been paid much attention. According to theories and methods of human science, innovation science and economics, the concept of leading entrepreneurial talent is defined.Based on the PSR model, the macro driving force of leading entrepreneurial talent aggregation is analysed from the perspective of the demand of economic development and talent policies, the micro driving force of leading entrepreneurial talents is discussed from perspectives of self-value realization, interpersonal relationship. On this basis, this paper studies the current situation and main problems of leading entrepreneurial talents. Finally, this paper puts forward the response mechanism to promote entrepreneurial talents aggregation. This paper provides a decision-making reference to promote the implementation of Shanxi"s leading entrepreneurial talent strategies, and achieve the optimization and upgrading of the industrial structure ,and the development of the transition.
