随着我国环境问题的日益严峻和复杂,如何从理论层面拓展跨学科解决环境问题的体系框架是我国公共政策研究中的理论前沿。论文从公共科技政策对体现环境保护具有系统重要性的视角切入,提出“科技政策体系这样一个非环境类的公共政策体现环境保护的宏观演变格局”的研究问题。通过对1949-2015年中国科技政策全时段、全样本量的政策文本的数据分析,得到我国科技政策体系体现环境保护的总趋势、历史分期、演变特征等研究结果。论文的研究结论是环境保护在中国科技政策体系中的内容越来越多、层级越来越高、尤其是对政策方向的导向作用越来越强,且环境保护在历次中长期科技发展规划中已越来越成为一个跨部门、跨领域的公共政策问题。论文力图在理论层面拓展环境友好型中长期科技发展规划的政策体系框架、并在实践层面首次积累了历次中长期科技规划对不同历史时期环境保护的影响样本,由此将对如何优化环境保护在中国科技规划中的体现有所启示。

Environment protection issue has been a trans-displinary public policy issue on government agenda. However, research on how China’s long mid-term S&T planning promote environment protection remains a gap to be filled. The core research question of this paper is how environment protection has been set in China’s long mid-term S&T planning and its macro-evolution map behind. The conclusion is reached by drawing institution setup of environment protection under China’s S&T policy from 1949-2015 is gathered in the way of quantitative research data by analyzing its general trends, historical periods, evolutional characteristics, etc. The innovative part of this paper is to explore a theoretical framework to tackle environment protection by a trans-sectional way, and to build up a full-time sample library of how China’s long mid-term S&T planning promote environment protection in practice.
