运用主成分分析法和比较分析法对青岛市科技人力资源生态环境进行评价并提出优化措施。首先,基于PEST模型即政策环境、经济环境、社会环境和科技环境4个维度系统地构建多层次的科技人力资源生态环境评价指标体系;其次,运用SPSS21.0软件根据主成分分析法得出各对比城市的综合得分和排名,从而对青岛市的科技人力资源生态环境进行评价;最后,根据评价结果并结合青岛市的实际,提出优化青岛市科技人力资源生态环境的有针对性的对策。

Using the method of principal component analysis and comparative analysis to evaluate the ecological environment in scientific and technological human resources and put forward the optimization measures in Qingdao city. Firstly, we based on the PEST model, which is divided into four dimensions: policy environment, economic environment, social environment and scientific and technological environment, construct the multilevel evaluation index system of the ecological environment in scientific and technological human resources. Secondly, using SPSS21.0 software to get the comprehensive score and ranking in each city, and evaluate the scientific and technological human resources ecological environment in Qingdao. Finally, combined the evaluation results with the actual situation of Qingdao, put forward the targeted measures and suggestions to optimize the ecological environment in scientific and technological human resources of Qingdao city.
