本文从白宫、联邦部门和联邦资助项目管理三个层面研究了美国政府在科研诚信体系建设中的作用。本文认为,白宫在确立科研诚信指导原则和政策导向方面发挥重要作用,国家科学基金会、国家海洋和大气管理局等联邦部门制定了符合本部门使命和特点的诚信政策,科研项目的诚信管理做到了全链条、重预防和严格规范,美国政府在科研诚信体系中的作用显著。

This paper examines the role of the U.S. government in the development of the scientific integrity based on the three levels, i.e. the White House, Federal agencies and the management of federal-funded research projects. It argues that the White House plays an important role in the development of science integrity principles and policy guidelines, federal agencies such as NSF and NOAA issued policies and regulations based on their missions and characteristics and the management of scientific integrity of the federal-funded research is whole-chain, prevention-focused and rigorous and regulation-based, which suggest the significant role of the U.S. government in the scientific integrity system.
