构建科学的海外高层次人才评价体系是完善我国海外引才制度的必要环节,也是发挥稀缺人才资源价值的有效手段。首先根据我国海外高层次人才引进思路,依据评价体系的设计原则,针对海外高层次人才能力特征与工作要求,采用德尔菲法,设计一套较为全面的海外高层次人才评价指标体系。其次基于直觉乘法偏好关系,以改进的最优最劣法(I-BWM)为评价方法对评价指标及海外高层次人才进行评价,并且为避免评价指标与评价者权重主观赋权法的不足,通过计算评价矩阵的一致性程度进行科学赋权。最终通过案例分析,对海外高层次人才评价体系进行实例应用,以证明其科学有效性。

Constructing a high-level overseas talents evaluation system is essential for improving Chinese overseas talents’ introduction. This system can also effectively make full use of the scarce human resource’s value. According to the principles of evaluation system designation, this research set up a comprehensive evaluation index system based on high-level overseas talents’ characteristics and job requirements, and use the combination of best-worst-method (BWM) and intuition multiplicative preference relations as a novel valuate tool. Especially, in order to avoid the deficiency of subjective weighting method, we calculate the degree of evaluation matrix’s consistency to reveal scientific weight. Finally, through case study, we demonstrate the validity of the high-level overseas talents evaluation system.
