实施重大人才项目是聚才用才的重要抓手,管理机制不健全是当前中国重大人才项目面临的重要问题。基于现代项目管理理论的视角,总结发达国家的管理经验,从全生命周期管理、全方位管理、全要素管理、全过程管理四个方面,构建基于全生命周期的重大人才项目集成化管理模式,并提出保障重大人才项目集成化管理模式实施的组织管理、合同管理、风险管理、信息管理四大保障措施,最后,提出以目标管理为基准的重大人才项目集成化管理模式的构建流程,并基于项目集成管理成熟度与战略目标耦合度提出集成化管理实施效果的四种类型。

The implementation of major talent projects is an important starting point for the use of talent, the problem of management mechanism is an important problem facing the major talent projects in China. Based on the perspective of modern project management theory, constructs the integrated management mode of major talent projects from four aspects: life cycle management, all-round management, whole process management and total elements objects management. And put forward the four measures to implement the integrated management model of the project: organization management, contract management, risk management, information management. Finally, the paper puts forward the construction process of integrated management model of major talent projects based on target management, and puts forward four types of integrated management effect based on project integration management maturity and strategic target coupling degree.
