通过构建包含正向生产过程和逆向废弃物处理过程的两阶段工业循环经济效率评价指标体系,运用考虑外源投入和非期望要素的两阶段数据包络分析(DEA)模型,对中国30个省份(不含西藏和港澳台地区)2010—2015年的循环经济效率进行实证分析。研究结果表明:(1)各地区2010—2015年的循环经济整体效率偏低,平均值为0.774,且省际间效率差异较大。(2)导致区域间循环经济整体效率偏低的主要原因是逆向废弃物处理阶段效率水平低下。(3)分区域来看,东部地区因正向生产效率低下导致整体效率水平最低;中部地区整体效率水平最高,在一定程度上实现了两个子阶段的协调发展;西部地区整体效率水平与中部相当,但其逆向废弃物处理效率则明显偏低。

In this paper, a two-stage industrial cycle economic efficiency evaluation index system including forward production process and reverse waste disposal process is constructed, and the data envelopment analysis(DEA) model of two-stage DEA considering exogenous input and undesirable factors is used. This paper analyzes the efficiency of circular economy in 30 provinces of China from 2010 to 2015. The results show that: (1) The overall efficiency of circular economy in different regions from 2010 to 2015 is at a low level, with an average of 0.774, and the efficiency varies among provinces. (2) The main reason for the low efficiency of the circular economy system is the low efficiency level in the stage of reverse waste treatment. (3) In the sub-stage, the overall efficiency level is the lowest in the eastern region due to the low positive production efficiency, the overall efficiency level in the central region is the highest, and the coordinated development of the two sub-stages has been realized to a certain extent; the overall efficiency level of the western region is similar to that of the central region, but the efficiency of reverse waste treatment is significantly lower than that of the central region.
