Abstract:In this paper, a two-stage industrial cycle economic efficiency evaluation index system including forward production process and reverse waste disposal process is constructed, and the data envelopment analysis(DEA) model of two-stage DEA considering exogenous input and undesirable factors is used. This paper analyzes the efficiency of circular economy in 30 provinces of China from 2010 to 2015. The results show that: (1) The overall efficiency of circular economy in different regions from 2010 to 2015 is at a low level, with an average of 0.774, and the efficiency varies among provinces. (2) The main reason for the low efficiency of the circular economy system is the low efficiency level in the stage of reverse waste treatment. (3) In the sub-stage, the overall efficiency level is the lowest in the eastern region due to the low positive production efficiency, the overall efficiency level in the central region is the highest, and the coordinated development of the two sub-stages has been realized to a certain extent; the overall efficiency level of the western region is similar to that of the central region, but the efficiency of reverse waste treatment is significantly lower than that of the central region.
