本文基于复杂系统论的视角,将区域科技创新复合系统分为研究与开发机构子系统、高等学校子系统、科技企业子系统和支持环境子系统四个子系统,采用2009-2015年我国大陆31个省级行政区的统计数据,运用复合系统协同度模型对各地区创新复合系统的协同度及子系统有序度进行测度。研究发现:我国各地区科技创新复合系统协同度整体偏低;区域科技创新复合系统 4个子系统的有序度呈现出差异性;各个省级行政区的科技创新复合系统都出现了不同程度的“短板现象”,严重制约了各省市自治区科技创新复合系统的协调发展。

Based on the view of the complex system theory, this article divides the regional sci-tech innovation complex system into 4 subsystems, including scientific research and development institutions subsystem, higher education subsystem, science and technology enterprise subsystem and supporting environment subsystem. Based on the statistics of 31 provinces of China from 2009 to 2015, the synergy degrees of complex system and the order degrees of the 4 subsystem are measured by using the synergy degree model of the complex system. It is found that the synergy degree of science and technology innovation complex system is low in China, there are variations in the order degrees of the 4 subsystems of the regional sci-tech innovation complex system, and the regional sci-tech innovation complex system of each province has appeared "the short plat phenomenon" to different degrees, which seriously restricts the coordinated development of the science and technology innovation complex system of provinces.
