不同决策单元知识产权运营效率水平会受到外部环境因素和随机因素影响,出现效率值虚高或压低的问题。因此,为得到各决策单元真实的知识产权运营效率值,本文采用剔除外部因素影响的三阶段DEA模型对中东部地区高技术产业知识产权运营效率进行实证分析。研究表明:东部地区高技术产业知识产权运营效率优于中部地区,两个地区效率不理想的原因存在差异;剔除掉外部环境因素和随机因素影响后,中东部地区高技术产业知识产权运营的综合效率、纯技术效率和规模效率均有所提高,但呈现出东部地区提升,而中部地区下降的特点。鉴于此,本研究提出了一些政策建议。

Therefore, in order to obtain the real intellectual property value of each decision unit, this paper adopts the three-stage</sub><sub> DEA</sub><sub> model</sub><sub>to make an empirical analysis </sub><sub>on</sub><sub>the</sub><sub>operational</sub><sub> efficiency of high -tech industrial</sub><sub>intellectual property </sub><sub>between </sub><sub>central and eastern </sub><sub>China</sub><sub>.</sub><sub>The</sub><sub> results show that the efficiency of intellectual property</sub><sub>operation</sub><sub> in high-tech industries in the eastern region is higher than that in the central region.</sub><sub>and</sub><sub>high-tech </sub><sub>industries’s</sub><sub> intellectual property </sub><sub>operation</sub><sub> not ideal between the two regions was caused by different reasons.</sub><sub> when rule out t</sub><sub>he external environment factors</sub><sub> and random </sub><sub>factors</sub><sub>’s</sub><sub>influence, The </sub><sub>operational</sub><sub> efficiency</sub><sub> of intellectual property in central </sub><sub>a</sub><sub>nd eastern regions in comprehensive efficiency, pure technical efficiency and scale efficiency are improved. But the eastern region was promoted, and the central region was declined.</sub><sub>Based on the results,</sub><sub>some improved policy suggestions are put forward. </sub>
