    在对现有人才环境评价指标体系优化调整的基础上,通过建立在处理高维、非线性、非正态特点数据问题上具有独特优势的投影寻踪模型,从空间域上对15个“新一线”城市的人才环境进行了定量化评价,结果表明:科研经费、每万人中大学生数量、专利申请受理量、教育支出等软环境影响因素业已成为“新时期”影响人才环境的主要因素;15个“新一线”城市的人才环境评价水平总体上偏低,有13个城市得分处于中下水平;城市之间人才环境存在比较优势,部分城市在一些特定指标上具有明显的优势;地区之间人才环境存在差异,东部地区明显优于中、西部地区。在此基础上提出了优化“新一线”城市人才环境,吸引优秀人才支持地方经济发展的政策建议:更加注重优化人才软环境;充分发挥地区间的比较优势;强化对用人单位主体功能的发挥。

    Abstract:

    On the basis of the optimization and adjustment of the existing talent environmental evaluation index system, this paper conducts quantitative evaluation on the talent environment of 15 "new first-line" cities from the spatial domain by establishing a projection tracking model with unique advantages in processing high-dimensional, nonlinear and non-normal characteristic data. The results show that:the influence factors of soft environment such as the scientific research funds, the number of college students in every ten thousand people, the amount of patent application and the education expenditure have become the main factors affecting the talent environment in the new era; the assessment level of the talent environment in 15 "new first-line" cities is generally low with 13 cities scoring at the lower-middle level; there are comparative advantages in the talent environment between cities, and some cities have obvious advantages in some specific indicators; there are differences in the talent environment between regions, and the eastern region is obviously superior to the middle regions and western regions. On this basis, some policy suggestions are put forward to optimize the "new first-line" urban talent environment and attract excellent talents to support the development of local economy: pay more attention to optimize the soft environment of talents; give full play to the comparative advantages between regions; strengthen the main function of employing units.
