Abstract:On the basis of the optimization and adjustment of the existing talent environmental evaluation index system, this paper conducts quantitative evaluation on the talent environment of 15 "new first-line" cities from the spatial domain by establishing a projection tracking model with unique advantages in processing high-dimensional, nonlinear and non-normal characteristic data. The results show that:the influence factors of soft environment such as the scientific research funds, the number of college students in every ten thousand people, the amount of patent application and the education expenditure have become the main factors affecting the talent environment in the new era; the assessment level of the talent environment in 15 "new first-line" cities is generally low with 13 cities scoring at the lower-middle level; there are comparative advantages in the talent environment between cities, and some cities have obvious advantages in some specific indicators; there are differences in the talent environment between regions, and the eastern region is obviously superior to the middle regions and western regions. On this basis, some policy suggestions are put forward to optimize the "new first-line" urban talent environment and attract excellent talents to support the development of local economy: pay more attention to optimize the soft environment of talents; give full play to the comparative advantages between regions; strengthen the main function of employing units.
