从生产的投入端和产出端视角,将产业集聚和环境规制扩展到生产密度理论模型,在此基础上构建产业集聚作用于污染排放的空间杜宾面板STIRPAT模型,然后以江苏装备制造业为例,考虑多种污染物,从污染排放量和污染排放强度两个方面考察产业集聚的环境效应。结果表明,产业集聚增加了污染排放量,但减小了污染排放强度;产业集聚对污染排放具有显著的空间溢出效应。根据研究结果,加快产业集聚,积极促进企业间资源共享和技术溢出,是引发良性集聚的关键;区域污染防治的根本是建立区域协调机制,实现区域间共同发展、共同治理的科学发展模式。

The industrial agglomeration and environmental regulation were extended to the theoretical model of production density from the perspective of production input and output, and on this basis, the spatial doberen panel STIRPAT model of industrial agglomeration was constructed. Then the Jiangsu equipment manufacturing industry was taken as an example, a variety of pollutants was considered, and the environmental effects of industrial agglomeration were investigated from two aspects: pollution emission and pollution emission intensity. The results show that industrial agglomeration increases the emission of pollution, but effectively reduces the intensity of pollution emission. Industrial agglomeration has a significant spatial space spillover effect on pollution emission. It is considered that accelerating industrial agglomeration and actively promoting resource sharing and technology spillovers among enterprises is the key to a benign agglomeration. The fundamental of regional pollution prevention and control is to establish regional coordination mechanism and realize the scientific development mode of common development and common governance among regions.
