针对层次分析法和变异系数法单一赋权方法在高新技术企业竞争力评估的不足,提出了一套综合权重赋值方法,称为AHP-CV。首先从科技大数据平台中获取高新技术企业的登记数据集,根据预设维度分类规则将每个所述高新技术企业对应的注册数据分类至预设企业维度;然后,基于层次分析法和变异系数权重法设计指标权重算法模型,计算各个企业维度对应的维度评分值;最后,从三个企业维度对不同领域高新技术企业进行归类分析,根据归类结果对高新技术企业的发展进行评估,设计能够实时监测高新技术企业的监控系统。实证分析表明,本监测算法模型能够很好地对高新技术企业进行监测。本监测系统已经成功运用于广东省科技大数据平台,将实时对省内高新技术企业进行监测,供各级监管部门进行决策参考。

According to the registration data set of high-tech enterprises acquired in the big data platform of science and technology, the monitoring system capable of monitoring high-tech enterprises in real time is designed. Firstly, the registration data corresponding to each of the high-tech enterprises is classified into a preset enterprise dimension according to a preset dimension classification rule; then, the index weight algorithm model is designed based on the analytic hierarchy process and the coefficient of variation weight method, and the corresponding dimensions of each enterprise dimension are calculated. Dimensional scoring value; Finally, the high-tech enterprises in different fields are classified and analyzed from three enterprise dimensions, and the development of high-tech enterprises is monitored according to the classification results. The empirical analysis shows that the monitoring algorithm model can monitor high-tech enterprises well. The monitoring system has been successfully applied to the Guangdong Science and Technology Big Data Platform, and the high-tech enterprises in the province will be monitored in real time for decision-making by the regulatory authorities at all levels.
