大型武器装备的复杂性和技术密集性，使得装备承制企业难以依靠自身力量解决全部技术问题，在研制、生产等装备采购阶段中积极吸收并转化应用外部优质技术成果，实现军工领域内乃至军民领域间的技术融合，是提高武器装备采购效率的必由之路。针对单一来源采购中军工企业使用非本单位所有的知识产权时缺少合理定价方法现状，提出基于军方、军工企业和知识产权人三方共赢思想、针对成本节约型技术的知识产权使用费定价方法；案例分析结果表明，该方法具有参数明确、可操作性强的特点，且有利于实现三方共赢。

The complexity and the technology-intensive nature oflarge-scale weapon and equipment make it difficult for the equipment-bearing enterprises to solve the whole technical problems by themselves, and actively absorb and convert the high-quality technical achievements in the equipment procurement stage such as development, production and the like, it is the only way to improve the procurement efficiency of weapon and equipment.In view of the lack of reasonable pricing method when military enterprises use intellectual property rights not owned by their own units in single source procurement, this paper puts forward a pricing method of intellectual property royalties based on the tripartite win-win idea of military, military enterprises and intellectual property people, aiming at cost-saving technology. The results of case analysis show that this method has the characteristics of clear parameters and strong maneuverability, and is conducive to the realization of tripartite win-win situation.
