改革开放 40 年来,广东省高层次人才政策发生了巨大的变化,其演进和创新可分为3个阶段,即破旧立新的起步阶段、稳步推进的发展阶段和高歌猛进的加速阶段,全面分析不同时期广东高层次人才政策的主要内容与鲜明特征。最后,回望历史,提出新时期广东人才政策应着力从评价激励机制、创新创业生态、粤港澳大湾区人才协同、区域协调发展、鼓励创新宽容失败的制度环境建设5个方面进行创新突破。

In the past 40 years of reform and opening-up, the high-level talent policy in Guangdong Province has undergone tremendous changes. Its evolution and innovation can be divided into three stages, namely, the initial stage of breaking new and new, the stage of steady development, and the acceleration stage of triumphant advancement. The main content and distinctive features of the high-level talent policy. Finally, looking back at history, it is proposed that Guangdong's talent policy should focus on innovation and breakthroughs in five aspects: evaluation incentive mechanism, innovation and entrepreneurship ecology, talent coordination in Guangdong, Hong Kong, Macao and Dawan District, regional coordinated development, and institutional environment construction that encourages innovation and tolerance failure.
