智慧城市被视为解决一系列城市化问题矛盾的新思路,目前智慧城市的发展与评估相关理论研究多关注城市的内部属性因素,包括技术应用、产业组织、治理服务等方面。然而,随着经济全球化趋势的快速发展,城市之间的各类联系日益增多,要实现城市的智慧发展,不能仅关注城市内部的创新,也要重视其在整体网络中的表现。在城市网络理论视域下,本文采用社会网络分析法,将智慧城市在城市网络中的位置与作用定义为其外部智慧性,并基于企业总部-分公司布址数据,构建智慧城市网络,探究智慧城市的外部智慧性对其内部智慧性绩效评估的影响与作用机理。研究发现智慧城市在网络中的点入度、点出度、结构洞与互惠性等属性均对其内部智慧性的评估结果有显著的影响作用,新兴智慧城市要提升综合竞争力,应该识别自身的网络定位,增强与其他城市的联系与合作,形成内外联动,实现智慧城市发展的各项目标。

With the fast development of information technology, smart cities have received worldwide attention and they have been regarded as new solutions to series of contradictions caused by the rapid urbanization process. However, the current theoretical research on the development and evaluation of smart cities has paid much attention to the endogenous factors of the city, including technology application, industrial organization, and governance services, etc. The practice development also faces challenges such as stereotype and neglect of planning. As the economic globalization develops, various types of connections between cities are increasing. To realize the smart development of cities, not only the internal factors of innovation but also the external network effects, mutual contacts and cooperation among each other should be strengthened. In the perspective of city network theory, this paper uses social network analysis method to define the network effect of smart city as its external smartness, then based on the data of Chinese piloted smart city in 2016, the influence and mechanism of network effect on Chinese Smart city performance evaluation were explored. The study finds that the network effect of smart cities, that is, their external smartness has a significant correlation with the traditional internal smartness of cities. Combining with the development status of Chinese smart cities, it is proposed to enhance the competitiveness of new smart cities from both internal and external aspects.
