现有研究认为发生“资源诅咒”现象的原因在于过度的资源依赖降低了研发投入从而抑制了创新。为了进一步探究了资源依赖和研发效率的关系,本文利用随机前沿模型计算得到了中国大陆地区30个省级区域高技术产业的研发效率,并实证研究了自然资源依赖对高技术产业研发效率的影响。实证研究表明,自然资源依赖对高技术产业具有显著的抑制作用,而且这种抑制作用,西部地区最高,中部地区次之,东部地区最小。为此,本文认为应当降低资源产业的依赖程度,应当制定专门的扶持政策,应当注重生产性服务业的发展,应当因地制宜的制定资源产业政策和高技术产业政策。

The current research believes that the phenomenon of “resource curse” occurs because excessive resource dependence reduces R D investment and inhibits innovation. In order to further explore the relationship between resource dependence and R D efficiency, this paper uses the stochastic frontier model to calculate the mainland China region. The research and development efficiency of high-tech industries in 30 provincial-level regions, and empirically studied the impact of natural resource dependence on the research and development efficiency of high-tech industries. Empirical studies show that natural resource dependence has a significant inhibitory effect on high-tech industries, and this inhibition is highest in the western region, second in the central region, and smallest in the eastern region. To this end, this paper believes that the dependence of resource industry should be reduced. Special support policies should be formulated. The development of productive service industry should be emphasized. Resource industry policies and high-tech industrial policies should be formulated according to local conditions.
