当前,随着新一轮科技革命和产业变革正在加速演进,区域科技协同创新已成为加快区域一体化进程,提升区域国际竞争力的重要途径。区域科技协同创新体系的相关研究也随之剧增,但从政策规划角度分析,面临研究结论纷杂,理论支撑不足的困境。为此,本文基于驱动因素、合作层次以及创新模式三个角度,构建区域科技协同创新体系的三维分析框架,分析区域科技协同创新体系的现状和未来趋势。并以珠三角地区科技协同创新体系为例,阐述三维分析框架对战略规划和政策制度的参考意义。

Today,with a new round of scientific and technological revolution and industrial transformation accelerating the evolution, regional science and technology collaborative innovation has become an important way to speed up the process of regional integration and enhance the regional international competitiveness. Even though the number of related research on regional collaborative innovation system has been increased, from the perspective of policy planning, it faces the problem of complex conclusions and insufficient theoretical support. Therefore, based on the three perspectives of driving factors, cooperation levels and innovation models, this paper constructs a three-dimensional framework of regional science and technology collaborative innovation system, to analyze the current situation and the future trend. Also, taking Pearl River Delta area as an example, this paper clarifies the significance of the three-dimensional framework for strategic planning and policy system.
