Abstract:The efficient allocation of innovative elements is conducive to the realization of high-quality scientific and technological development. The scientific and reliable innovation performance evaluation system provides an important reference for making relevant policies and conducting efficient innovation activities. Based on this, the paper combines with the Value Engineering theory model and Analytic Hierarchy Process to construct the regional innovation performance model, and analyzes the utilization of innovation resources in 31 provinces and cities of China from 2012 to 2017 to study the regional innovation efficiency level and spatial heterogeneity. The results show that (1) China's overall innovation performance level is increasing year by year, and China's innovation-driven development strategy has achieved results. (2) The regional innovation performance level shows a significant spatial non-equilibrium phenomenon, which is expressed as “east high west low”. Among them, developed eastern regions such as Beijing, Jiangsu, Guangdong have better innovation efficiency; less developed in the central and western regions such as Liaoning, Shanxi have poor performance, but they have strong plasticity and potential for development. Finally, it proposes countermeasures to promote regional innovation performance.
