建国70年来,我国创新文化的演进脉络始终围绕国家科技创新的战略目标,从创新文化的各个层面全面展开,在创新文化发展和促进创新型国家建设中取得了重大成就。以百年科技创新强国梦作为引导我国创新文化建设的战略目标,可将我国创新文化战略进路的主要内容概括为以下四个方面：即观念文化的引领战略、制度文化的保障战略、环境文化建设与不同子文化的织就战略及评价文化的导向战略等。
